I've seen this one consistently on the bay for months. I guess it's like the tackle and bait littered Ever Ready brushes someone is trying to sell. Someone thinks if they keep listing they'll sell, and every time they don't more money is lost so the price stays the same.
Sand to remove the pitting and you will have nice scales left
