Don't recognize it, but just from the look (very long tang and very short blade). I'd assume it was an early safety like the REAL razor and is missing the guard.

No, that’s what this is for. It is a straight razor, a two-piece forged constuction, for trimming inside noses and ears. You don’t use it on yourself, and only the last 1/2” or so is sharpened.
