I think it's the "Aluminum Starch Octenylsuccinate" in them, that make these balms fantastic.

Has anyone found anything similar?
 
I haven’t used the CK you listed, but I do like Gillette Sensitive balm. Neutrogena Hydro Boost Gel Cream is similarly non-greasy and non-sticky. It works amazingly well, but it’s priced much higher than the Gillette. Like several others around here I get it at Costco as they periodically discount it.

 
I think "La Toja Classic After Shave Balm" is the only other one I could find with similarish ingredients.
But, it does have alcohol in it.
So, you may need to rub it into your palms before using it on your face.

I've never thought of it as sticky, I wonder if the formula changes between different markets.

Are you familiar with the ZIRH brand..? I don't know what's in it, only tried a sample once of some facial cream, or aftershave balm.
Felt fantastic!! Just ticked all the boxes you list in your header (which is why I immediately thought of ZIRH). Well, I am not sure about astringent actually, but certainly everything else in your header.
In fact I am not normally much of a balm person (splash for me), and in any event it has been very hard to find vendors of ZIRH within the EU where I am based. Not cheap either.
