Yes. Well, either diplomat or president. I think I see nickel in the grooves.
edit: or would a diplomat be gold over nickel?

Well, my Diplomat appears to be gold over nickel, so I suppose it could be either. Where did you come by such beast? And why?
EDIT: come to think of it, it doesn't look half bad! I kind of like the way the tapered neck meets the handle.

Ok, diplomat it is then. Diplomat is what the seller said too. Found it in a lot on eBay. Just had to. I think he must have intentionally tried to wear off the gold, perhaps in an attempt to get it down to nickel to match the head. We're down to brass all around the outside. I just thought it was cool.
edit: oh, and the lot came with what must be one of the first single rings, ser. #372489, a silver schick repeater in it's leather pouch, a gem G-bar in a pushbutton case, a cased slim adjustable which has seen better days, a super speed, a brassy 1912, a cased and nice looking ever ready 1914, a New razor from a red & black set that's in better condition than mine, a "Radiumite" straight with a restorable chip in the blade, a JOL E GUD with a chip in the blade but interesting nude lady scales, a shaving bowl from House for Men and talc bottle from the same, an unmarked vintage brush, and what I believe is a plastic pipe stand that the seller used to store razors on. oh, and forgot, a couple of techmatics - I didn't realize they came in pink too.
re-edit: removed the henckels straight from the list. That came in a different lot.
