I say it latah-keeya but thats just because its how I've heard it said at tobacco shops around here. No matter how you say it, its my favorite part of a blend.
It's spelled latakia, but it's pronounced throatwarbler mangrove.

I hear most folks say Lotta Kia, or Latta Kia, but my friend was in Syria a few years ago and said they pronounce it La Talkia over there.

Since I'm in Boston this weekend, I have to opine that it's pronounced lahturkiar. Tastes great no matter how you dice it.
I pronounce it "yes please" or "can I have more?"

I had a SGT in Afghanistan that smoked straight, uncut latakia from a tin, and for the life of me I can not remember the brand. I swear it was the only thing he ever smoked. It smelled like burning pack animal feces.... or maybe it was all the Afghanistan in the air...
