Looks like ABC to me also. It should have serial number on top of the base plate.

+1 on the serial numbered base plate. And look at the small(ish) bullet studs in the cap. The cap and handle both look like they belong to an ABC razor.

No expert with ABC's, but I've always seen that handle referred to as the scroll pattern. It's definitely not the floral pattern as that would have flowers on it. Any way you slice it though, it's a nifty find!
