How to clean brush metal ring?

What's the best way to clean soap scum accumulated around the ring without damaging the brush's hair and scratching the metal? I've tried using a small tooth brush but it would occasionally pull some of the hairs. How do you do it? Thanks

If not, try a soak in citric acid.

I would use cling wrap on the knot, down to the edge of the ferrule. Maybe even masking tape on top of the wrap. Then have a go at it...

Oh, I have never cleaned that. When I see it I normally just shrug my shoulders.

If I need get up close and personal with the brush hair, I normally just STRANGLE the knot with good old cello tape. I fluffed the brass handle brush polish though and got black used polish under the tape on the bristles, a brass brush and acetone sorted that.
