Well my guess is Short Handle Travel Tech.

Based on the handle, it's a spiral Tech or "sportsman Tech", probably aluminium handle and base plate with a plated zamak cap but there are other materials depending on when it was produced, e.g. plated brass handles exist I believe.

My guess is a 1963 English aluminium Tech. It looks like the packaging was removed from the card and the blades changed.
