Help identifying ( and restoring ) two razors

Hey everybody! Yesterday I was at a random local market and I managed two find this old straight razor, and I'd really love to try and breathe new life into it. Inside the box there was also another blade, but very different.

The first one has no writing on the blade itself, but it has "De Carlo Torino" written on its side.
The second one is blade only, and it has no scale. While the first one is rusty and stained but with no nicks, the second one is more clean, but with a few small nicks. It also is much smaller and has a different shape. The secone one says 16 Capitol Solingen on its side. On the other side it says "Finest sheffield steel forged and real hollow ground in Germany"
My plan would be to restore both blades, make scales for both of them with plexiglass, and get them ready to shave. But first I'd like to know the following: who are the makers of these razors? What's the year of production? Is it worth restoring both of them? I have the patience and the will, and I'd love to have my first straight razor shave with a razor I restored myself.

Not sure about the makers, but there were a lot of different makers in Solingen, some working under several different names.

The first one looks like it could be saved depending on how deep the rust is, it doesn't look too deep, but it's hard to tell for sure from a picture.

The second one is a lost case, it has been ground way down in the heel, and it looks like someone have made it into more of a knife or letter opener, and what's that odd shape by the toe? Is it bendt?
 
De Carlo is a large cutlery and kitchen supply distributor in Turin (Torino), Italy. They have been in business from 1912 until the present. Who made the razor is a mystery. Most Italian razors are German imports, but there has always been an active group of small metalworkers in Turin.
The scales look like horn. It's impossible to tell the age, but it has a 1920s or thereabouts look.

I don't know who made the "Capitol" razor, but I've seen a few that were re-branded for American barber supply companies. I agree that it's been drastically ground down from its original size. With that large rust spot that goes right through to both sides at the edge, it's not worth salvaging.
