I'd never seen this particular device, but razor hair cutters for home use seem to have been fairly common throughout the 20th century. I'm guessing they made more sense when folks were more frugal, and perhaps for squirmy kids who didn't care for the trip to the barber.

I think they were marketed at least up until the 70s, when longer hair came into fashion, and folks wanting a decent haircut were generally more willing and able to go to a professional rather than resort to the amateur home job. Nowadays, decent electric clippers are very affordable for the home barber, and the only time one might use a razor blade to cut hair is when it's installed in a hair shaper.
