It's a Canadian fat-handled Tech.
Ii don't think there's any way to tell the year, but I could be wrong on that.

Post WWII due to the oblong lather slots in the blade tray,if they were triangular it'd be 38-45.

Now that is a helpful site to have. Maybe I'll be able to finally figure out the razor I was given when I was 13 too, thanks DrAwkward.

Also there are no date codes on it newsy would that be? Is there no way to find out the date? Only a range of dates?
Only a range of dates on the Techs, for sure. The ones with thin oval slots like yours were made after WW2. The ones with D-shaped or triangular slots were earlier.
Most of the NEW razors are also not specifically dated, although the bar-handle "red and black" in that specific case is often said to have been made in 1934.
