I have an Esterbrook pen like the one below. The refill lever does nothing so I suspect the ink bag is iffy. Can this be repaired?

Probably needs a new Sac, Ive never had a Easterbrook to tell you about repairing them though

Refill lever? I thought the hockey puck desk base was for dip-less pens.

I grabbed that pic online, it isn't the one Esterbrook have. I will get a pic of the pen, lever & model info and post it.

OK, good, that is a completely different pen than your first pic.
Easy enough to repair, getting the grip section apart from the barrel will be your first hurdle. Soak the joint for a while.

Skip the spark plug removal pliers, use your fingers. You'll need a #16 straight sac.
It looks nice, 9555 is a fine point.
