Cromium Oxide Paste Question

Sorry if this has been asked and answered, but I can't seem to find it. I have my leather and felt strop, and I have a stick of cromium oxide paste, but not a clue how to put the two together. Rub it on the felt? Once? Every time I strop on the felt? Wash off when done?

Any help would be most welcome!
