beginner brushes- for gifts

For Badger either a Tweezerman for ~$15 on Amazon or a Shea Moisture Shave Brush from Target for $9. Not all Targets carry them though.

For Boar you could go with a VDH from Walgreen's or CVS.
 
If you're not sure your giftee (target) will take up wet shaving, the VdH starter set, with brush, bowl, and soap, is a good way to go. Under $10 in most places that carry it, and not a huge investment in case it goes unused. Probably the classic cheap bare-bones starter setup.

If you are fairly sure your target will take to it, Omega boar brushes are a great brush to start with, and are really good enough that you could live with them happily for years, if not longer.

The Frank finest are my suggestion for a slightly more expensive badger brush that should keep em happy for a good long time (about $17 with shipping), probably my overall first choice given the excellent value. But if you want a badger around the $10 mark, a lot of good things have been said about the Shea Moisture brush. I have not tried it myself, however.
