Are all red tips the same?

ShaveWiki says the red tip was made from 1955 to 1959.

Was the razor the same for all those years or is there some difference (i.e. specs, looks, shave) among the different model year red tips?

There were no major differeces in the Red Tip in North America, the later years would have a small + engraving on the underside. However, the British Red Tip had a bigger blade gap than it's American cousin.
 
There was a change to the handle and knob commencing at B-3, and the razor head geometry was unchanged. Those red-tips of B-2 and prior were slightly heavier, but all these shave about the same. The change is minute and it takes a detailed examination comparing the pre and post change examples to see the difference.

Not sure exactly what changes you're talking about, but my B-1 and B-4 look identical to me. My D-4, however, is different.
