Either one would be a good option. I haven't had a Simpsons Special, but I had a Rooney 1/1 in Best that I really enjoyed, stellar brush for the money. I think you can't really go wrong either way.
Rooney 1/1 Pure - $45. Excellent all-around brush. Much better value than comparable Simpson's in that sub-$50 range. I have a Case, a Special, and a Berkeley (your basic Simpson's under-$50 choices) and I think the Rooney is much the better value. Bigger, sturdier, denser.
I have the Rooney 3/1 in Pure Badger from Vintage Blades, LLC. It loads up hard soaps like Williams and MWF easily, but isn't too tough on my face. In fact, it gives a little welcome exfoliation if I face lather.
Save your money. For $71 (using code bb10) you can have a Rooney made brush in Super Silvertip delivered to your door from Truefitt and Hill. Spending $40+ on a "pure badger" brush is a waste of $, IMHO, even if it is a Rooney. I'd go for at least a mid-grade brush in another brand, like an Edwin Jagger in best maybe.
I think your friend will enjoy either the Simpsons or the Rooney. If your friend feels the need for a better brush then you can take the satisfaction of knowing you started your friend down a SBAD path. I had a Rooney in Pure and it was a nice brush and feel it would make a great gift. If your friends gets a nicer brush downt the road, it will make a nice travel brush.
