More hints - it's in a national park in the Rocky Mountains. Here's a depiction of my photo that I found online. The part of the tracks between point 1 and point 2 is inside the mountain (the white smudge is covering the name of the highway).

Ahh shoot I've been there twice but I don't recall the name. Somewhere around Golden? But I wouldn't have any pics to post if I did guess it right, I haven't been anywhere noteworthy in years

The road name i blurred out is Trans-Canada Highway 1

That's it! There are two circular tunnels that allow the trains to climb and descend the pass without exceeding a safe grade.

Never been there, and I do commend you for the Austria red herring. In the end, Google was my friend. I believe "harbor with lion and lighthouse" was the winning query. Apologies if that is against the rules or not in the spirit of this thread.
