I have a few long sleeve button down shirts with a button down collar. I dont always button the top button when I dont wear a tie.

Some (I am not one) will not wear a button down shirt with a tie. The shirt is too casual.
Dont get me wrong here. I always button the top button with a tie.
Work is business casual and the means khaki pants and a polo most days for me. I do wear a dress shirt on occasion without a tie. It just looks weird to button the top button without a tie.
Seems the consensus is that if your shirt has a collar button always button them in all cases

There's a double-negative in there.I dont always button the top button when I dont wear a tie.

In the end, it is only a button and it is not something to get to excited about either way. That's my recommendation.
