Fence gate drop rod/cane bolt

Moved into a new house with a fence that has two 8' double door gates. They installed those drop bars or cane bolts or whatever they're called to hold the doors in place when the wind blows against them and it's really windy out here.

They used some 1" or so PVC tubing in the ground to hold the bolts but it doesn't look good and they're kind of loose (loose in the ground and because the diameter is wider than bolt it bangs back and forth in there). I plan on yanking them out, filling in the dirt, and getting something that will hold the bolt tighter, and put it in the now filled hole to be more steady.

What should I use? I was thinking galvanized pipe or conduit. It only needs to go in ground about 8" so should I just hammer in with a sledge?
