I am wondering if the following is normal for a Merkur Progress. If I loosen and take off the cap, I can then slightly pull the yellow plastic knob at the bottom and it will pull the inner mechanism out about 1/4 to 1/2 inch where there is a stop. I received this Progress in a trade so I am not sure if it was ever disassembled.

That's normal. All Progresses -whether they've been disassembled by someone else or not can come appart like that. With wear and time the retaining ring can eventually fail completely, but even that doesn't effect the razor's function other than the knob needs to be held onto when changing blades.
