No. But ebay sellers have noticed that razor hones go for much more than knife hones, and have started labelling all sorts of things as razor hones or barber hones.
The lapping on that thing..... OH THE HUMANITY!
But it looks like it might have been a black arkansas in a past life. I have an old chisel hone that looks like that from years and years worth of oil.

yea buying that as a razor hone is a real leap of faith. Then good luck lapping it.
