Thanks to all who replied with suggs for my Semogue boar brush. 5 min pre-soak in hot water really helped.

This is true for any hollow hair. In theory, it could also reduce breakage.
It is not necessary for hair that is not hollow.
Well as I know little about hair on brushes, this was good tip.
Presoaking definitely improves performance IME. Also, expect the brush to improve with use.
