Why can't you set a bevel off a finishing stone with high pressure?

"Bevel" like truly bevel a freshly ground razor? You don't want to.


"" Bevel "" as in, I just joined a finished edge with a couple strokes on a stones corner, sure... Heck you won't even need much pressure.
 
The more interesting question is
Why can't you finish an edge with a bevel setter using light pressure?

I can't, but I have tried to see how close I could get
and it's an interesting exercise.

You almost certainly could if it was hard enough I think, being silica-based would help as well.
