Truthfully, I've had very little trouble with either. An oddball here or there but neither soaps nor creams as a lot have given me problems.
I have had more luck with cream, but I think that it is more related to user error than anything else.
Shaving cream, by a mile. Even creams that are of subpar quality will lather nicely. Crappy soaps do not lather.
Creams I would say. It depends on which cream/soap you pick-up but on average, creams are easier.
I prefer soap, but I think cream is easier to lather.
It's much easier and quicker to whip up a lather with the shave cream. Soap gives a much better shave, though.

I face lather with both, and find both easy. Creams get the nod because you skip the loading step.

Yeah, creams are easier, but give me soap any time. 
I haven't had much trouble with soaps but creams are easier as they don't require as much effort to ready the soap and load the brush.
Cream is much easier to lather than a soap. You do more work with soap, even when you face lather.
Soaps give a much better shave because of the consistency of the lather from the puck but creams whip up faster because they are predissolved. In addition, you can have equal success with both of them.
Jeez, Tabac lathers so well I really don't think it would get that much easier with cream. I mean how easy do you need it to be?
Cant answer that. Its right down the middle 
Lol I find Tabac much harder compared to my Bodyshop maca root shave cream
