When was this made?

It's a C.V.Heljestrand No.4, I don't expect the specific year, but maybe someone knows what decade it was produced?

That is a good guess.
I'd say definitely between WWI & II.
Looks like bakelite scales & then we are in the 30's.

When I polished the blade I accidentaly ran the dremel's chuck into the scales, and they smelled like bakelite.
