If you are using it multiple days in a row I don't think you need to bloom it. Also, try a dryer brush.

Non-shaving day today so I decided to test lather MWF without blooming it and using a dryer brush. Much better results! It lathered up well with minimal water added and when painted on it didn't dissipate after leaving it on for a few minutes. Thanks for the advice!
