What is toner, toning?

I hear this some times:

"Your face looks toned"
"That's a good toner for your face"
"What a toned butt"

What in the world is a toner? What does it mean to have a toned face? I Thayers Witch Hazel as aftershave and I don't even know what it does. I only like its scents and its moisturizing properties.

I think toner's primary function is to allow companies to sell a three step face care regimen rather than a two step one.

I believe toner closes your pores, after your warm shave has opened them. I think thayer's witchhazel(a toner) has small amount of alcohol(some of them anyway) so it also acts as an antiseptic.

Except that it put witchhazel in the "astringent" category, which it classified as 20-60% alcohol, and most witchhazel preparations only have 14% (and some, like Thayer's, is alcohol-free).

Its brilliant form closing pores and makes your face look smoother, I use witch hazel for it, and it makes a large difference for me since if I don't use it my pores are noticeable.
