What is the best way to clean and restore an old DE?

I'm getting an almost 40 years old Gillette Super Speed in a few days from an online source. It looks to be in excellent condition from the photos, but a little dirty, and has a few tiny specks on the head, which I assume are tiny dirt spots.

I'm wondering what you guys recommend for cleaning. I was thinking of soaking it in dish soap, water, and white vinegar for about an hour or two, then just scrubbing it with an old toothbrush.

The "flea bites" you are referring to I believe are tiny holes in the plating.

The fastest way to clean & disinfect your razor is spraying Scrubbing Bubbles foaming cleaner onto it and letting it soak until the foam breaks down then scrub it with a toothbrush and rinse it under hot water.

I don't believe you want to use vinegar because it is acidic and bad for the plating.

They are not dark specks. They look light, more like spots of built up calcium water deposits, or some other kind of stain. I won't really know until I actually have it in my hand, of course.
