I hear talk about getting weapers while shaving. Does this mean short whiskers/stubble left behind while shaving? Or is it ingrown whiskers or little spots of blood from whisker pores? I know if I shave too close I sometimes get irritation on my neck and I get a bit of razor burn with some minor tiny bleeding coming from the pores that goes away after rinsing with cold water.

Weepers are small cuts that don't bleed a great deal.... You know your onto a winner with your razor/ blade choice and method when they become rare. A great lather is important too of course.
Here's one ...
A weeper is where you remove just the top layer of skin and it oozes blood.

A 'weeper' is actually a 'scrape' that like a 'floor burn' and a small amount of blood 'weeps' through the scrape. Many times, you'll see the weeper and not actually feel it. The resulting bleeding will stop with a water rinse.
A 'nick' is actually a 'cut' and doesn't necessarily bleed --most are very much like a 'paper cut' that will sting a little but without any bleeding.
A 'cut' gets you some blood, and should be touched up with a styptic pencil.

It's odd... Im by no means a seasoned DE user (about a year and a half of using one now) but I never cut myself, and certainly never get any weepers. The worst I ever manage, is to irritate a small patch of skin on my neck, which always gets a little red after a shave. This aside Im lucky never to have suffered any of the others.
Knock on wood, you probably just jinxed yourself.
If i do get'em it's usually because i'm not respecting the blade and am in a hurry."knocking on my wooden shaving bowl"
