So I thought time would eventually fix this problem but it hasn't. I'd say a few months back I was shaving ATG, which I only do occasionally because my face won't allow for it regularly (sensitive skin). I guess I wasn't paying attention and shaved a spot on my upper lip a little to close and ended up with an ingrown hair. I eventually managed to get the hair out and let it grow, but it never really grew back the same I can't really explain it except that when I would shave it would always get some irritation after this time. I've tried taking a break from shaving, plucking it and letting try and grow again, nothing has worked so far and as it's not getting any worse it's not getting any better either. It's not that bad but it just annoys me, I would appreciate any ideas. If it helps it now grows in a slightly different angle then before so I've tried adjusting my technique but still the same result.

I have 3 hairs on my neck that do the same thing. I just pluck them out with a tweezer every few days, and all is right with the world.
+1 I have a few of those as well, nothing compared to when I was on the Quatro. I just pull out the tweezers every now when they pop up.

That would seem to be the answer, to pluck it out, but have you thought of having it removed by a medical laser or by electrolysis? That may sound a bit extreme, but it would offer a solution to the problem, and if its just a few hairs it shouldn't be to great a cost.
