Vintage Tech Question

I bought these 2 razors on ebay ($6.90 incl shipping). The first is a 'New' in fairly good shape. The other is a Tech. My question is about the finish on the Tech. I'm guessing the handle was painted black (now partially worn off) and the head was chrome plated (now all worn off). Is that correct? My other thought was that it could be a 'Frankenstein' mixture of different razors.

Obviously, it's in pretty poor condition and looks kinda crummy. I'm not too concerned though, I'm figuring I got a fairly good 'New' for under $7 and I can pass the Tech along as a PIF to a Newbie (more newbie than me, that is) after I use it a few times.

Black handle / Gold head? Or worn down chrome head?
Either way, looks kinda funny.

I recently bought a Tech with a fat black handle (lots of the paint worn off) and a gold plated head in fairly good condition. I cleaned it up, getting as much of the old paint off the handle as I could, then I repainted the handle with some glossy black Testor's enamel. Came out pretty nice!
