[USA] Does TOBS shaving cream count as a carry on 'liquid'?

Obviously can't pack the blade, but this thing is almost a powder compared to liquids. is it still a no go?

Creams are considered liquids if it is over 100 ml it will be confiscated.

Definitely a no go, not only in the USA but also in Europe.

Scoop some of it and place into a container smaller than 100ml and you will be fine. Or do like me and travel with hard soaps instead

Why are solids considered safer? I really don't get it.
