Ice scraper/shaver or leather cutting tool, perhaps?
I would agree with Gryffindor, this seems to be more a tool for scraping off stuff from things than hair from your tender facial skin! 
Do not use this on your face...unless you're trying to disfigure yourself

That looks like a hand-tool that just happens to use razor blades, like a box-cutter or utility knife would. That particular tool looks like a paint scraper, or possibly a wood or leather-working tool. It's clearly not meant for face-shaving.
I agree too, it doesn't look like a razor, it looks like a scraper.

It looks like a scraper used to scrape pelts when prepping them for tanning.
