You might try Bruce Boone from www.boonerings.com. He made custom wedding bands for my wife and me. He's really responsive and great to work with.
I don't know if his equipment can handle a block as big as a razor handle, but it can't hurt to ask. The price might be a bit much, too.
Keep in mind that Ti is really light, so think about the balance of the razor when you design the new handle.

A Titanium handle might make the razor really head-heavy and throw off the balance.
Ti is a v sexy material but I think you'd really need to make the whole razor out of it to get the balance right.
