Riding the cap is actually a shallow angle. Riding the cap narrows the angle at which the blade hits the shaving plane (face).
I keep almost every razor I use regardless if it's a DE or a GEM, with the handle at a 45 degree angle to my face. It's the most aggressive angle with most razors. It makes it more efficient that way.
I ride the guard and am the founding member of SASA Steep Angle Shavers Alliance, so I guess I would have to say I shave steep.

I tend to ride the cap these days. In the past I was more in the ‘neutral’ angle camp.
I am both when needed or required, depending on the razors/blade combo and on which part of my face.
Depends on the razor. Some like a steep angle, some neutral, some steep.
Examples:
Gillette Techs = Shallow
Fatips = Steep
GEM = Shallow/Neutral
Just my opinion and YMMV.

I only use Tech so it's got only the angle that works for me, I don't know any difference.
Learning to ride the cap more and it's been giving me better shaves. It's harder to do with some razors as they have narrow angle though.

Steep for life.
Whn I was using EJ I was more of a cap rider. Now with Rockwell 6S I get better shaves with neutral/guard riding. Maybe 2 spots that requira cap riding (right under my nose).
