Soft brush on a budget.

I haven't tried one, but numerous people have raved about the vintageblades brand 2 band. Supposedly it has gel tips and is super soft. The 20mm size is $29.
 
I recently got a vintage blades 2 band badger(based on a couple recommendations from this site). It's really soft, yet sturdy and surely gets the job done well.
 
You need to check out a Semogue or Omega boar. After an initial break in period they are very soft.
 
Not sure how prices stack up across the pond, but look at the Muhle Black Fibre brushes. Lovely and soft. Not quite as luxurious as the Silvertip Fibre, but not prickly at all if you're looking to face lather. I have one that I use for travel:

Whipped Dog Silvertip will come in under that price and performs way above its price point. Probably the best bang for the buck.

An alternative is an ACE 24mm Silvertip on ebay. You can find it by searching ebay for "Promotion Silvertip Shaving Brush". It is usually the second brush that comes up. Those that have it and a Whipped Dog like the Whipped Dog knot a little better, but like the ACE handle a little better. This ACE is the one I most often loan to someone I want to try using a mug and brush, and most who try it end up ordering a brush of their own.
 
Just somedays back i was recommended the omega 10049 here on B&B.. Its really great, and if it goes on become any softer i'm just going to love it!
 
Here is my $30 Whipped Dog Silvertip 22mmx48mm(set deep). Very soft. Great brush.

How about the B&B Essential Brush? You can get it from West Coast Shaving. After the break in the thing will be as soft as any other brush you can use. Don't underestimate boar brushes.
 
Whipped Dog but set knot 5 mm deeper and you have a great brush! I can also recommend Larrys synthetic. Soft tips and great backbone but don't think those synthetics bloom that great. We'll see in a couple of weeks. Fast shipping and good prices.
As other mentioned, Omega boar will be great brush if you have patient!
 
I have been extremely happy with my omega 10049. Once broken in, is extremely soft, yet has more than enough backbone to lather hard soaps. only $10-15 online.
 
I have a whipped dog silvertip, a B&B essentials, and a Semogue SOC, all of which are in your budget. They're all great brushes, but of the 3 I probably like the SOC best with the whipped dog a close second (although they're pretty different). Any would be a good choice.
