As the title suggests I am looking for a soap with a similar scent to Proraso Green but better performing (Not PAA). There must be some artisans that have tried to dupe this iconic scent.

Catie's Bubbles has one called Mile High Menthol. I describe the scent as like Proraso Green on steroids. I agree with you that Proraso Green is such an iconic scent, I'm surprised more artisans haven't made a closer scent clone.
Can't tell you exact soaps, but be on the lookout for the eucalyptus mixed in there

Santa Maria Novella would be an excellent choice. Eucalyptus, camphor, light memthol, tobacco toscano.

Agree with the others that nothing smells like Proraso Green.
I’ve used Harris Eucalyptus which is sort of similar, and probably edges it on performance.

If it smells anything close to RazoRock's SMDF it is far from Proraso.
Excellent soap and scent but completely different than Proraso's
What exactly is it with Proraso that makes you question its performance? IMHO, scent-wise you're not going to find a real alternative. Why doesn't it work for you?

It simply doesn't have the slickness, residual and post-shave of my higher end soaps.
Perhaps you're just watering it down a little too much?

Add more water to your lather, Proraso is slick. There is a reason most Italian barbers use and recommend Proraso.

Slick yes. As slick as SV no.
Just throwing ideas here. If you feel somewhat adventurous and have a few euros to spend, you could grate some mildly scented soap (e.g. Haslinger) and add a bit of Proraso Green AS.

Adding scents to soaps
I recently tried Arko for the first time and performance or well deserved. However, the clinical scent isn't the best. I sprayed cologne in a thin film on the puck id made from the stick, and let is permeate the puck overnight. It worked and got me thinking that maybe this would work for soaps...

maybe blend with stirlings new glacial electric sheep.

You should try the new Proraso Green with the new formulation dubbed as "Super Formula". Performance difference is like night and day in respect to the previous version and almost on par with the Proraso "Single Edge" line.
This is the correct answer IMHO.
Have you tried the new SuperFormula? It’s ridiculously slick and better than the old formula, to me anyways.
