what leads you to believe it's not a carbon steel blade ?

Until now I was not aware that PPI has offerings in carbon steel and the few non PPI carbon blades that I have found never advertised a coating.

So is it common to sputter carbon blades with Platinum/PTFE/etc. as they do with stainless blades?

Nope. They are usually uncoated. PPI doesn't make carbon steel blades.

Not that I know of , but this is a switch from the Indian, British, Canadian and one other, maybe French Minora offerings. Either way, it's a worthy blade for the Gillette name.
