Recommend a Mild, Smooth Razor that Isn't a Henson?

Your plan with the .76 Game Changer is the best. If he wants a milder razor he can drop down to the .68 plate and if he wants a more aggressive razor he can upgrade to the .84 plate. This is the best choice because of the options, and the razor is a very easy and forgiving shaver made of stainless steel...and from a very reputable source. Also, this is a quality razor at a super good price point. I would not recommend the Mamba, since it has a very small sweet spot, and IMHO does not deliver the efficiency of the Razorock GC. I own nearly all of the Razorock razors, and the GC fits your requirements the best. The only other RR I would recommend, is the stainless Lupo, but the GC fits your requirements a little better.
No the R89 is a zamak razor. In Stainless they do offer the Rocca and the R41 GS. That said I really like the R89.
I'm looking for my first stainless razor. May I crash the Game Changer party here to ask which plate you experts would recommend for someone who loves the Merkur Progress on 2-3 for a daily two-pass shave? I find the 34c to be a bit mild.
Game Changer 68 or Lupo 58. You can almost get both for $100.

Don’t rule out the Lupo. It also has multiple plate options like the GC and for me is a much better shaver. I do think you’re definitely looking in the right direction. Razorock makes some of the best bang for the buck razors out there.
As far as I know, all RR stainless razors have the same blade changing "issue" you described. They designed the blade posts system opposite to every other razor maker. Top cap vs bottom plate.
I've never had an issue changing the blades or finding the angle or sweet spot on my Mamba. Neither has our first time DE shaver son. The Lupo 58 on the other hand, I can't get a good shave out of it and find the angle/sweet spot not forgiving and narrow. I've gotten only 1 good shave from mine as I find it too rough to even trial.

That is a good suggestion. I unfortunately do not own a Karve razor. My only point of reference is that I do own GC .68 and .84 along with Rockwell 6C. Of the two GC I like the .84 better.
However, I might have to look into a Karve razor.
I'm not sure of the US pricing but I can't beat the Rockwell 6s on plate 3 for a mild shave. I prefer plate 4.
If your brother likes classy things nobody does chrome like Edwin Jagger and Muhle. They look fantastic in a stand on a vanity.
Rockwell 6C or 6S. You might consider a totally refurbished Gillette Adjustable. RazoRock makes a fine product and I have used many of them. That being said, They are akin to a Toyota Camry. Great high quality basic car with no sizzle.
I was going to suggest the Syntesi. It has a thin head so it’s easy to maneuver and it’s easy to find the correct shaving angle.
The DSCosmetics is for whatever reason the one head I can't get along with (the sharp corners?). It's meant to be a GC clone but I have never tried the GC, so I can't tell if I'd have the same issue with it.
Yaqi ghost/Telstar/Vostok are neat and very affordable.

Thank you for the recommendations! The GC .76, TGS Bayonetta, Yaqi Ghost/Paradigm Salient, and Karve Overlander all look like good choices to me. I also think the DS-T7, DS-AX, and Yaqi Sentinel in baby gap versions might fit the bill.
The Overlander is something I'll likely buy for myself someday.

The Bayonetta and the Ghost have been added to my short list. I have the Ghost Ti and 90sb SS head and thought I might gift him the Ti and buy the Harlequin handle for the 90 myself.
Now I get it. I think he'd like the looks of the DS-T7 .70 with a scalloped cap.
I love the looks of the Syntesi.

I use my Rockwell 6S on plate #2, guess this would be good for you relative if he has sensitive skin. The Ti Ghost is also good with the small (.7 or so) gap. But, do not exclude a single edge razor, the Yaqi Romulus is my all time favorite SE.Thank you for the recommendations! A Tech would be the ‘obvious choice.’ And if you can’t find a Tech, try a Lord L5 or L6 (around $7 new)!!
