Rakuten is a very respected Japanese e-commerce and internet company, the biggest internet bank and among the largest credit card companies over there.
To most of us they may be better know as the owners of Kobo, the only serious competitor to Amazon’s Kindle.

In fact, Rakuten is often compared to Amazon, which also means that they don’t produce goods but merely sell and ship them.
I have no reason to believe they are not 100% legit, in fact I found Rakuten Kobo service to be excellent, but I never bought hones from Rakuten, even though I did buy Naniwa and Gokumyo hones from the equally respected “Tools from Japan” site.

You might want to compare prices between the two and then decide.
