The model 91 Puma was made over several decades.
If the scales are original, there could be serial numbers inscribed in one of them near the pivot.
According to Puma's advertising these numbers indicate who made the razor, when it was made and where it was shipped.
If you have these numbers you could try e-mailing Puma to see if they still have the records and/or are willing to answer you.
Other than that it could have been made between 1922 - 1980.
