I have a SS razor (polished) that the top plate needs repolished on, I have a dremel that I think will work for this but what type of polish/compound should I use? Also what would be the best pads for the dremel?

Is it just spotted? You could always try a spray SS cleaner/polisher from the hardware store like Simple green if you just need to get the water spots and debris off. If it needs more than that, I personally would go gentle on it with something like jewelers rouge and a cloth wheel and see if that works before going any more aggressive.
Blue magic + micro cloth.. Find Blue magic at any auto warehouse. Cleans silver, chrome, steel, aluminum, etc...
Or an alternative to Maas is Mothers Mag and Aluminium Polish. I am in love with this stuff, very pleased with the shine it gave my Tech handle and Long Comb head. Cheaper and easy to obtain from any automotive store or Walmart and rub using a terry/cotton cloth.

Micro scratches is what I'm wanting to deal with, they aren't very deep so hopefully the hand method will work fine.
Good move, the nickel electro-plate is very thin and easy to burn through.....or so I hear......
