Fragrancenet and Scentiments are two that I've used and are reliable.
BeautyEncounter is also a good for some harder to find scents. They're prices are always all that competitive though- usually about the same as retail with many popular scents.

Scentiments, Fragrancenet are good. I've also had good luck with Scented Monkey on more of the designer type frags and they seem to have really good prices.
Parfum1 has Ferragamo and Varvatos. I have ordered from Parfum1 several times, and was very satisfied. I can also recommend Beauty Encounter.

Stay away from 1stperfume and perfume.com. They are the same and unreliable.
I ordered some Penhaligon's items from vintagebladesllc.com and was very pleased with their service and the provided me with the sample that I requested.

I have ordered several time from FragranceNet, ScentedMonkey, and Parfum1. All have been happy dealings. It pays to compare prices amongst several sites, as they often vary widely. Also make sure to use whatever coupons you come across and combine orders to get free shipping when possible.
For samples, I usually hit up Lucky Scent or The Perfumed Court. As far as full bottle purchases, I don't buy many online, but I did recently buy Creed Vetiver (1948) from BeautyEncounter, which as StylinLA mentioned, is good for those hard to find scents.
