One Side Sharper

I put a new blade in this morning, a Gillette 7 O'Clock that was a freebie, and at first the shave was great. But when I switched sides on my DE, the other side of the blade seemed dull. It was like each hair was being pulled out instead of cut! Does this happen often?
 
I used the 7 O'clock stainless steel blades and find generally they shave well. I remember once when I thought that one side of the blade (in this case a Wilkinson Sword Classic) didn't see to cut as well as the other. I'm not sure if it was because the positioning of the blade in the razor or that one of the edges was blunted for one reason or another. Regardless, this was only a one-time event and the only reason why I remembered is because of the rarity of the situation.
 
The Lord in my red tip did that this morning. Tomorrow, I'll try rotating the blade once I determine which side is dragging. Could just be the razor.

Yes, sometimes one side is not as far out as the other, which can affect your shave. I'm watchful of that in my Merkur 39C as the blade often requires a manual adjustment.
