No clue but it looks European with that rebated rim, perhaps a pistol cartridge? What is the diameter of the case mouth? Actually, not a rebated rim, not sure how to describe it.
On edit: it looks like a 10.8 x 47 Martini as listed on page 293 of Barnes 5th edition of Cartridges of the World.

Frankford Arsenal manufactured in 1902? Looks too small to be a 45-70 got any measurements?

1 1/2” tall .5” across
That's shorter and fatter than the above Martini round.
I can't find any reference to a 50cal cartridge with a 1.5inch case length. I'm stumped, unless it was cut down from something else.

[i have no idea] but many years ago I happened upon this one, it had a wooden projectile !!!! I did not believe that was real, but it had powder behind it and the primer is still good today.

if i put the calipers on the case i posted above
1.5 inch to the start of the neck
0.48 to 0.50 on the outer case at the start of the neck.
full case length 2.4 inch
Hmmm. I have (had?) something like that around here. I think mine might be a .303 round.I'm just here to throw gasoline on the fire
