Ok, ill bite

Now that converter I do know very well, i believe what that is, is a rebranded "Hero" pen, depending on the shipping its not a bad price, but that converter is another story, the little black slide thing you use to fill the pen, well my last one leaked out ink everywhere and then reacted to the metal body making a total mess of the pen, as well as giving my poor cat a blue mohawk for a while

if you dont mind spending a few dollars more Kowalzekc the pilot metropolitins go for around 15 bucks and are nice pens to write with,

I know goulet pens has them, not sure if xfountinpens does,... but i would browse hero 616 on ebay you may find a similar pen to what you see for a better price including shipping if you want to stay under 10 dollars
 
To be safe though, I'd go with a Pilot Metropolitan and a bunch of Diamine, Waterman, Parker, Lamy, and Pelikan ink samples from Goulet Pens if I were just starting out.

The Pilot 78g is a fantastic pen for $10. The B nib writes superbly, just ask Doc!
The Lamay Safaris are also good at $20-25.
