Found this at a local flea market. Can anybody help verify it? If so, is it in a state to be lapped/restored?

Looks like a crystolon hone to me. Not sure you'll find it much use for razors but they're good for knives and tools.

Looks like the same norton combination stone that I have 2 of sitting on my shelf. They are a silicon carbide oilstone.

For another $5 you can buy one new and not have to put all that work into it.
