Picked these up today
The Razor has a number on it 142878 I also wanted at least one cup scuttle in my collection, the razor is Gold colored although that does not show up in the picture
 
I used both items tonight and got a great shave the scuttle is pretty small I'm guessing it was more for face lathering as there is no room to work the puck for lather in the cup so I face lathered with it using Williams and got a pretty good shave from it
 
Your "Scuttle" looks more like a "Moustache Cup" used back then to keep your mustache dry when drinking beverages!
 
the true mustache cups I've seen have a lip that keeps the mustache out of the cup and a large single hole to let the beverage pass I'll try to locate a picture to post so you can see the difference this cup I pictured is also identified as a mustache cup but I see no way to drink from it

Your scuttle is actually a shaving scuttle, but with a whole different purpose in mind.
It's from a time when there wasn't running hot water in every bathroom.
You'd fill it up with hot water and soak the brush, then build your lather on the soap.
The lather filled brush would be rested in the lipped portion to keep it warm, in preparation for another lathering.
Using that scuttle as a mustache cup doesn't make sense, as the mustache would get wet from all those little holes.
A true mustache cup has a single larger hole to drink through.
Nice score on both scuttle and razor.
 
here is a picture of a mustache cup as I know them you can see the mustache shield and the larger hole for the bevarage to pass through, if you look at the cup in my original post there are what appear to be 3 drain holes like the bigger victorian scuttles. I would think you cut your puck in half to fit the cup half soap compartment
