Need help to identify this 2 razors

1. Single Ring

Although the base plate isn't supposed to separate from the handle. It's supposed to be a three-piece razor.

2) can't get to find the history of 7o'Clock

The "7 o'Clock" brand came into the Gillette family as part of the merger with AutoStrop. AutoStrop made razors in England under the 7 o'Clock name during the 'teens and '20s like the one in this thread over in the SE forum. Later on, Gillette used the "7 o'Clock" brand as a lower tier option to their Gillette-branded razors and blades. Some from this era came in lithographed tins (like the one below) and others, like yours, came in Bakelite cases.

Based on the picture shown, does it means the base plate is broken away from the handle?

The usual cause is a crack in the handle tube that loosens the grip on the neck, which is just pressed into the end of the tube. Cracks like this are unfortunately very common, and are less desirable from a collector's standpoint. But at least with this type of razor cracks like that don't generally affect your ability to use it since the pieces are held together when the razor is assembled.

The seller did reply that there aren't any crack on the handle and it is comes as 4 separate pieces which all screw together to make the razor in full correct working order. Am now waiting for the order to be ship over to me, and i shall give a thorough check.
