Neck itch, please help!

I have been shaving with a DE razor now for about a year and half, and really have never had any problems with irritation on my face. I am in Lima Peru right now, i arrived at the very end of July and stay until the middle of December. About 3 weeks ago I began to notice an itching that I would get, mainly on my neck but along my jawline as well, it has slowly but surely gotten worse, and I cannot seem to figure out what it is. I have been using my normal products, (either C&E BBB or an omega boar with MBs soaps/taylor of old bond street/or CO bigelow shaving cream and a Gillette slim). At first I actually thought that when I didn't shave it would get worse, because the day after I shaved (i usually shave in the evening) my neck would start to itch, but then I would shave again and it would be fine for a little bit. (and also, as I normally shave almost every day, if I miss a day or two of shaving, my neck does itch/bug me a little bit from the stubble, not like this though) But now it seems like when I shave again it gets worse, and its reached a point where, for example, as I am writing this right now, the itch is unbearable, the itch is usually not accompanied by much rash and or redness but, this time, a rash has definitely broken out on my neck.
I really have no idea what it would be as I am not doing anything different from normal. I thought it might be an allergic reaction that was just made worse by shaving, but I don't know what it would be, the humidity maybe? (humidity usually in the 90% range here) a different laundry detergent? the water? as it is filled with impurities here in Peru? but all of those things have remained constant in the time that I have spent here, and after 2 1/2 months here, I don't know why I would all of a sudden get an allergic reaction to something like that.

I just can't seem to figure out what I'm doing different that would cause something like this.

Obviously any suggestions/comments would be really appreciated

There might be a few variables here.

if it's the laundry detergent, I would think that you will be covered with it.

Same goes with soap or water (shower).

Is you prep any different? Lather is the same?

I would say give you skin a rest for a few days and maybe, try a different product? But, I doubt that something else will change anything if you didn't have anything to start with...

One possibility may be heat rash, which isn't necessarily caused by shaving but can be further aggravated by shaving as well as the 90% humidity. This may go against what's commonly preached here, but maybe using cooler water for lathering and rinses between passes and cold water for your final rinse might help?

I agree with this. I spend a few weeks in Brazil every year, and shaving is always a problem for me. The heat and humidity wreak havoc on my skin. Granted, I haven't done any wet shaving there yet, but using a Fusion and soap was not an enjoyable experience, and always left me with a bad rash.

Thanks for the advice, I didnt think of the possiblity of heat rash, but as i think now, i definitely know that when hot water gets in contact with my skin, be it in the shower or shaving, I do notice something, I also do quite a bit of running here (about 45 minutes a day 4-6 times a week) and i wonder if the humidity has an effect. Its not very hot here though, only about 70 degrees farenheit, Thankfully the itch today went away after awhile tonight, but i can still tell that it is sensitive, ill give it a couple days, in the mean time, any more suggestions comments would be really appreciated, and thank you to those who have left comments so far
